French report draws the features of reform of the Ministry of Environment



The French embassy in Beirut announced that the Minister of Environment, Dr. Tamara Al -Zain, received the strategic report on modernizing the structure of the Ministry of Environment, which was prepared by the French expert in the General Inspectors for the Environment and Sustainable Development (IGEED) Fabian Balla, in the presence of the French Ambassador in Lebanon, Herve Magro.
The report, which came at the request of Minister Al -Zain, includes a wide range of recommendations aimed at reforming the ministry and enhancing its ability to implement more ambitious climatic and environmental policies. In this context, the French embassy assigned a task of technical support for the ministry to accompany its efforts in restructuring, considering that this step represents a fateful initiative in the ecosystem in Lebanon, especially in light of the increasing climatic and environmental challenges. The report includes three scenarios to reorganize the administrative structure of the ministry, most notably the establishment of a public directorate directly concerned with climate affairs. He also stressed the basic conditions for the success of the reform process, including the modernization of administrative procedures, the development of workers’ competencies, and the expansion of the administrative staff by increasing the number of employees in a way that ensures improving performance. The French -Lebanese cooperation in this field embodies a model for exchanging experiences, and reflects the vitality of relations between the two countries in the field of environmental protection. It is also an opportunity to put the Ministry of Environment at the heart of national public policies, by converting it into a more capable institution to respond to the requirements of sustainable development. Minister Al -Zein, in turn, saw in this report a founding step towards a comprehensive reform, stressing that the political and technical support accompanying the project makes it a model to follow in the path of modernizing the Lebanese public administration.
