
The media office of the Minister of Education and Higher Education, Dr. Rima Karami, announced that the Ministry is following the decision of the State Shura Council to halt the implementation of the decision to set official exam dates for independent candidates, stressing its full respect for the judiciary and its rulings, at a time when it is preparing to submit a request to reverse the decision.
The office explained in a statement that the Legislation and Consultation Authority confirmed the possibility of the ministry setting the date for the exams, noting that the decision to halt implementation raises “legal and practical problems” that require stopping.
The statement asked about the possibility of the administration refraining from implementing an effective law approved by the House of Representatives and duly issued and published, pointing out that the minutes of the General Assembly of the House of Representatives prove, according to the Ministry, that the legislator discussed the issue of free requests and decided to exclude them from the scope of Law No. 48/2026.
The Ministry also considered that the administration’s role is limited to implementing the law, wondering about the possibility of oversight of the administrative decision turning into a reconsideration of a legislative choice made by the House of Representatives, and about the body that will be responsible for setting exam dates after stopping the implementation of the decision.
The Ministry expressed its fear that the decision would affect the value of the official certificate, wondering about the possibility of granting certificates to people who were not covered by the law and were not subject to the educational path or evaluation specified by the legislator.
She stressed that the existing problem puts her in front of a difficult equation between respecting the judicial decision on the one hand, and accountability for not setting exam dates on the other hand, stressing that raising these points does not aim to enter into a debate, but rather to present the problems before public opinion and the judiciary.
The Minister’s media office concluded by confirming that the Ministry of Education will submit a request to reverse the decision of the State Shura Council, placing before it the legal data confirming that it has implemented Law No. 48/2026, hoping to reconsider the decision in a way that ensures the regularity of the administration’s work and preserves the value of the official certificate.
