
The agreement contributes to expanding market access for service exports, strengthens investor protection measures, and provides new opportunities for the private sector to cooperate and invest in various high-growth service sectors.
The agreement was signed last year on August 8, 2025 in Moscow during the visit of Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, to the Federal Republic of Russia, where it was signed by Dr. Thani bin Ahmed Al Zeyoudi, Minister of Foreign Trade of the UAE, and Maxim Reshetnikov, Minister of Economic Development of Russia.
The agreement provides a bilateral framework between the UAE and Russia that focuses specifically on services and investment, complementing the economic partnership agreement between the UAE and the Eurasian Economic Union, which includes Russia as a member, as it covers trade in goods at the regional level, and together the two agreements form a comprehensive system that stimulates trade in goods, services and investment between the two friendly countries.
