The Ministry of Education and Higher Education clarified the truth about what is being circulated regarding depriving students of foreign curricula of testimonials, stressing that this talk is not based on the content of Law No. 48/2026, which amended Law No. 42/2026 approved by the House of Representatives related to exceptional provisions for the high school certificate for the year 2026.
The Ministry called on all concerned to read the text of the law carefully, especially the article that specifies the conditions for giving the statement, noting that the requirement for the student’s name to appear in the nominal regulations of the Lebanese curriculum is a text explicitly included in the law approved by the House of Representatives, and not a decision or condition introduced by the Ministry of Education.
The Ministry pointed out that the law does not include a clear text specifying the conditions for granting the brevet intermediate certificate certificate, as well as some vocational and technical education certificates, which requires legislative clarification.
It stressed that, as the law enforcement agency, it is obligated to implement its provisions, and does not have the authority to override them or grant statements contrary to the legal text.
With regard to students of foreign curricula, the Ministry stressed that they are not deprived of their educational rights or of the certificates provided to them by the legal system, explaining that it mainly adopts specific mechanisms to recognize and equate foreign certificates in accordance with applicable laws and regulations, including certificates issued by foreign curricula that are officially recognized in Lebanon.
The Ministry of Education also clarified that the numbers circulating regarding applications for free candidacy are exaggerated, revealing that the number of free applications for the high school certificate reached 1,341 applications, while the number of applications for the intermediate certificate reached 376 applications.
The Ministry concluded by renewing its call to be careful and read the entire law before making accusations, in order to preserve the students’ right to know their rights in accordance with legal procedures.
