“Lebanon Debate”
The Supreme Council of Customs, headed by Brigadier General Misbah Khalil, continues to implement organizational steps aimed at enhancing the effectiveness of the customs police, as it issued Resolution No. 75/2026, including broad formations that included transferring and determining the jobs of 31 officers in various centers and divisions. These formations fall within the process of reorganizing the customs apparatus and activating its work, which reflects a trend towards enhancing field and administrative performance and raising the level of readiness in the various customs units.
The formations were as follows:
* Colonel Nidal Dhiyab, head of the Chtaura police station.
* Colonel Charbel Touma, Chief of Sidon Police.
* Colonel Charbel Trad, head of the Beirut police force.
* Colonel Ali Al-Hajj, Head of the Wildlife Control Division – Beirut.
* Lieutenant Colonel Omar Gharios, head of the smuggling investigation division.
* Lieutenant Colonel Abdul Salam Razur is a supervisory officer in the General Customs Directorate.
* Major Reda Makki, Head of the Administrative Division.
* Major Jomark Yunus, Head of the Airport Division.
* Major Sheikh Ahmed Shehadeh, head of the Tripoli Police.
* Major Mario Al-Haddad, Chief of Naval Officer.
* Major Rayan Sharif, Head of the Central Division – Beirut.
* Major Ahmed Hamdan, Head of the Wildlife Control Division – Chtaura.
* Captain Salim Al-Had, Head of the Beirut Marine Division.
* Captain Hadi Fawaz, Assistant to the Head of the Wildlife Control Division – Beirut.
* Captain Hassan Abbas, head of the Wildlife Control Division – Sidon.
* Captain Amin Al-Muallem, Assistant to the Head of the Airport Division.
* Captain Emil Al-Sheikha Al-Duwaihi, an officer in the Monitoring Service, and head of the Planning, Organization and Equipment Division.
* Captain Maroun Rizk, Head of the Wildlife Control Division – Tripoli.
* Captain Yasser Barakat, head of the factory division.
* Captain Hussein Tarjini, head of the Tire Division and the Marjayoun Division.
* Captain Mark Aziza, Head of the Tripoli Central Division.
* First Lieutenant Antoine Al-Qazili, Head of the Anti-Narcotics, Anti-Money Laundering and Combating the Financing of Terrorism Division.
* First Lieutenant Robin Al-Aibni, Head of the Slavery Division.
* First Lieutenant Anthony Al-Touni, Head of the Main Garage Division.
* First Lieutenant Mahmoud Qamar Al-Din, Head of the Marine Division – Tripoli.
* First Lieutenant George Fares, Assistant Head of the Anti-Narcotics, Anti-Money Laundering and Terrorist Financing Division.
* First Lieutenant Imad Diab, head of the Baalbek Division.
* First Lieutenant Bechara Al-Sidawi, head of the Sidon Central Division.
* First Lieutenant Omar Yahya, Head of the Marine Control Division – Sidon.
* First Lieutenant Hassan Al-Ghadban, Assistant to the Head of the Smuggling Investigation Division.
* First Lieutenant Charbel Bishara, Assistant to the Head of the Slavery Division.
The second article of the decision stipulates that it be communicated to whomever is necessary and that it be implemented immediately upon its issuance. The decision was issued in Beirut on July 10, 2026, and was signed by the Chairman of the Supreme Council of Customs, Brigadier General Mesbah Khalil, and members of the Council, Louay Haj Shehadeh and Charbel Khalil.
