Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister of the State of Kuwait, explained that the value of governments in the coming era does not lie in the declared visions and aspirations, but in the real results that directly touch people’s lives. He stressed that radical change requires making courageous decisions, implementing them effectively, and establishing constructive partnerships.

This came during a keynote speech he delivered on the second day of the 2026 World Government Summit, where he reviewed global developments and stressed the importance of wisdom and dialogue in solving regional and international problems. He also expressed his hopes for reaching peaceful solutions to the current conflicts, especially with regard to the Iranian file and the ongoing negotiations, because of its direct impact on the security and stability of the region and the entire world.

He added: “The world cannot be managed with temporary or variable solutions. Rather, it needs a stable international system based on clear rules,” stressing that the loss of stability leads to paths with undesirable consequences.

He also indicated that Kuwait is about to approve the first law regulating the issuance of “government bonds” inside and outside Kuwait, in accordance with the principles of Islamic Sharia, which enhances flexibility and accountability in financial planning in the medium and long term.

He explained that this confidence turned into practical steps, such as returning to global debt markets by issuing “sovereign bonds worth $11.25 billion,” joining as a full member of the “Asian Infrastructure Investment Bank,” and achieving the highest percentage of spending on development during the past five years.
