The Beirut Municipality is moving towards regulating the times for throwing waste and unloading goods in the capital, as it begins implementing these procedures strictly in the Hamra area as a model stage, in preparation for evaluating its results and considering the possibility of spreading them later on the city’s streets.
In this context, and based on Communication No. 10299 issued by the Governor of Beirut, Judge Marwan Abboud, the municipality obligated commercial, tourism, educational, and service establishments – especially restaurants, cafes, nightclubs, hotels, hospitals, universities, schools, commercial centers, and large residential complexes – to dispose of waste and place it in the containers designated exclusively for them, during the period between eight in the evening and twelve at night.
With regard to commercial transport movement, the municipality has set a period from five to seven in the morning for unloading, loading and unloading goods at these institutions. The municipality strongly warned against leaving waste on sidewalks, roads, or next to containers, in addition to preventing the unloading of goods outside the specified times, stressing the imposition of arrest reports against violators in accordance with applicable laws and regulations.
The Beirut Municipality chose the Hamra area as a field to test these measures and closely evaluate their effectiveness, before making the decision to expand the scope of work to include the rest of the capital’s neighbourhoods, renewing its call to citizens and owners of institutions to the necessity of cooperation and full compliance with the terms of the notice in order to preserve public cleanliness, environmental health, community safety, and the civilized appearance of the city.
In conclusion, Governor Marwan Abboud assigned the Beirut City Guard Regiment, the Public Hygiene Authority, and the competent municipal agencies to carefully follow up field implementation and take the necessary legal measures against anyone who violates these instructions.
