October 13, 2026

On Wednesday, October 14, 2026, the House of Representatives will subject a wide range of financial, development, education, and social affairs files to research and discussion. This is in response to an invitation sent by Council Speaker Nabih Berri to hold a joint session of the parliamentary committees.
The invitation sent by Speaker Berri includes the committees: Finance and Budget, Administration and Justice, Foreign Affairs and Expatriates, Public Works, Transport, Energy and Water, Public Health, Labor and Social Affairs, Education, Higher Education and Culture, and Environment and Information Technology, to meet at eleven o’clock before noon on Wednesday, to study an agenda that includes 8 draft laws and proposals.
At the top of the agenda is a draft law that allows the government to increase the Lebanese state’s contribution to the capital of the Islamic Corporation for the Insurance of Investment and Export Credit, through subscription to the third general increase, in addition to a draft law that aims to approve the conclusion of the unified amendment agreement between the Lebanese government and the Islamic Development Bank, related to existing projects related to the transition from the reference interest rate “Libor.”
In the transportation sector, the committees are considering a draft law that would allow the government to conclude an air services agreement with the government of the Republic of Côte d’Ivoire. The agenda also includes a prominent financial and development item that stipulates the cancellation of three previous loans that were allocated to finance projects that include: the construction of the southern coastal road, the project to supply greater Beirut with drinking water linked to the Bisri Dam, and the project to build the Faculty of Health in Fanar within the Lebanese University development plan.
On the social and environmental levels, the committees are discussing the proposal for the “Right to Food Law and the Establishment of the National Council for Food Systems,” in addition to a proposal to amend articles in Law No. 80/2018 regulating the integrated management of solid waste. It is also studying a law proposal to establish the “Lebanese Authority for Digitization,” coinciding with the growing trend toward mechanizing public administration and government services and developing their legislative and institutional frameworks.
The educational file will be attended to during the session by proposing a law aimed at ensuring that the hours of contractors and those employed in the educational sector for the academic year 2025-2026 are calculated according to the hours specified in their contracts, despite the force majeure circumstances.
This session falls within the normal mechanism for the work of joint parliamentary committees, which consists of studying and discussing draft laws and proposals whose fields overlap and require coordination between the competencies of multiple committees, in preparation for completing their legislative path and referring the decisions thereof to the General Assembly of the Council for proper approval.
