Parliamentary action in Lebanon to control the future of UNIFIL and limit the positions to the army

In parliamentary efforts to prevent any possible security vacuum in southern Lebanon, a number of representatives continued their movement to demand a reconsideration of Resolution 2790, through a human rights memorandum that will be submitted to Lebanese officials in preparation for its follow-up with the relevant international authorities.

Representatives: Melhem Khalaf, Michel Moussa, Paula Yacoubian, Ibrahim Mneimneh, Adnan Trabelsi, Najat Saliba, and Firas Hamdan, held a press conference in the Parliament, during which Representative Melhem Khalaf announced the details of the memorandum, which comes as a continuation of a previous initiative signed by 86 representatives.

Khalaf explained that the human rights memorandum is addressed to the Secretary-General of the United Nations and members of the Security Council, and warns of the legal, field and humanitarian risks resulting from the withdrawal of international forces in light of the continued Israeli occupation.

The representatives stressed the need to maintain UNIFIL forces and enhance their effectiveness to the necessary extent and duration, in order to avoid a vacuum that might perpetuate the occupation, threaten the safety of civilians, and complicate efforts to extend the state’s authority and confine weapons to it. They stressed that UNIFIL positions should only be taken over by the Lebanese army once it has the actual and safe ability to reach them, which is what the occupation currently prevents from doing so at the border sites.

Khalaf pointed out the centrality represented by the international presence in the work of monitoring, coordination, containing incidents, securing the movement of people and delivering aid and vital services, considering that preserving these roles is an essential pillar for the stability of the south and implementing the framework agreement, stressing at the same time that this move complements the efforts of the President of the Republic and the government to end the occupation, preserve sovereignty, and enable the army to deploy.

Within the framework of the action agenda, Khalaf revealed that the representatives will hold a series of official meetings, starting tomorrow with a meeting with the President of the Republic at nine o’clock in the morning, followed by the Speaker of the House of Representatives at ten thirty to hand over the memorandum, provided that the meetings will be completed on Thursday with the Minister of Foreign Affairs, and will continue later with other local and international parties concerned, emphasizing that the transfer of responsibility must lead to complete sovereignty and stability, not to a vacuum that threatens Lebanon and its people.
