To pass the amnesty law

Some may be surprised when it is realized that the number of laws, decrees, and general amnesty decisions from 1923 to date have reached forty -four. Some of these laws came comprehensive, while others are partial, as some crimes dealt exclusively, for example, pardoning traffic violations, or drug crimes.
Some believe that general amnesty laws include all crimes and full punishment. This belief is wrong, as it excludes some crimes, and reduces some penalties.
The primary difference between a special pardon and the general amnesty is that the general amnesty is issued by the House of Representatives, while the private of the head of state. The year cancels the crime, nullifies its effects, imposes the punishment, and the beneficiary restores all his civil and political rights. While the private does not lead to these results.
Today, after the fall of the Assad regime in Syria, consultations are taking place between the Lebanese government and the Syrian government, with the aim of handing over the Syrian convicts and detainees to the Syrian authorities. Discussions are also taking place with the aim of issuing a general amnesty law, which includes Islamists and the ruled, with the aim of achieving the right and raising injustice.
Noting that, and to be able to pass a general amnesty law in the Parliament, it is necessary to discuss the scenes between the parliamentary blocs, in order to reach an acceptable form of all parties.
It also requires not to form an electoral bribe for a segment of voters. The fact that it must come as an invalidity of the public interest and the interest of society, and not to serve the interests of legislators in a coming entitlement.
