The Ministry of Energy and Water, in a statement from its media office dated September 30, 2026, issued the official pricing guideline for private generators for the month of September 2026. The Ministry set the fair price per kilowatt hour at 52,840 Lebanese pounds for metered subscribers in cities, densely populated areas, and areas below 700 meters in altitude, with an addition of a fixed amount of 385,000 pounds for a 5 amp subscription. And 685,000 liras for a 10 amp subscription.
As for villages, distant areas, or those that are more than 700 meters above sea level, the price of a kilowatt-hour reached 58,124 Lebanese pounds, with the same fixed amounts being approved for the 5 and 10 amp subscriptions, and adding 300,000 liras to the fixed portion for every additional 5 amp.
The Ministry explained that the calculation of this tariff was based on the average price of a tank of diesel (20 liters) during the month of September, amounting to 2,675,217 liras, including the expenses of the generators, their costs, their interest, the profit margin of their owners, as well as the cost of transportation from the gas station in coordination with the Ministry of Economy and Trade. The average price of the dollar in the parallel market, amounting to 89,700 liras, was also taken into account to calculate the basic components such as oils, filters, and generator consumption.
In the regulatory aspect, the Ministry of Energy stressed that it is not permissible to impose any additional fees on subscribers, including maintenance fees, the use of solar energy, or the addition of value-added tax that is not legally justified in the absence of official registration with the Value-Added Tax Directorate in the Ministry of Finance. It called on generator owners to abide by the decision of the Ministry of Economy and Trade to install meters.
The Ministry called on the authorities concerned with consumer protection, specifically the Ministry of Economy and Trade, to tighten control and take the maximum measures against violators, accompanied by the Ministries of Interior and Municipalities and the relevant judiciary, noting that it sent official letters to the concerned authorities to take measures in accordance with the joint control mechanism.
The Ministry of Energy revealed its intention to conduct a documented study soon to update the approved equation in line with fluctuations in exchange rates, the economic and social conditions of citizens, and taking into account the requirements of generator owners.
This pricing is based on the calculation table adopted since October 14, 2010, Cabinet Resolution No. 2 issued on December 14, 2011, and the joint implementation mechanism between the Ministries of Energy, Interior, and Economy. The Ministry attached a statement with a detailed table explaining the components of the guideline pricing, making it available on its official website (www.energyandwater.gov.lb).
