In a remarkable judicial achievement, the Public Prosecution of Appeal in Beirut succeeded in clearing all its accumulated and incoming files, setting a precedent that made it the first Public Prosecution in Lebanon to reach the “zero fraction” (à jour) stage, so that its daily production became free of any late work.
This result was achieved during the period extending from September 2025, the date on which Judge Raja Hamoush assumed the presidency of the Public Prosecution and appointed public lawyers, until September 2026. The total work completed by the Public Prosecution during this period amounted to about 16,065 works, which included 6,718 files accumulated from the year 2025, in addition to 9,347 works that were received successively.
This achievement comes as a culmination of continuous efforts led by the Public Prosecutor of Appeal, Judge Raja Hamoush, with the participation of his work team of judges and employees, and the Public Defenders: Michel Ferzli, Nepal Mahio, Carmen Ghaleb, and Mary Rady.
The team also previously included Judge Jnah Obaid, before the recent partial judicial formations transferred him as head of the fourth chamber of the North Lebanon Court of Appeal, to be replaced by Judge Mona Hankir, in addition to the appointment of Judge Hassan Hamdan as Public Defender of Appeal in Beirut in place of Judge Abeer Safa.
These numbers confirm the extensive work undertaken by the Public Prosecution of Appeal in Beirut, starting with investigating crimes and prosecuting perpetrators, all the way to following up on sensitive files and protecting public rights, in a path that balances the speed of procedures and the accuracy of investigations under the rule of law.
