The Ministerial Committee for the Electoral Law completed its report: QR Code, and no seats 6 for expatriates

Kabyar Murad wrote in “Calling of the Homeland”: Finally, the Lebanese can know the initial form of the election law, which they are supposed to vote on the basis of the year 2026, after a necessary path that will start in the cabinet, and move to the House of Representatives, to vote to the required amendments, to come out after the final formula. It is a path that is not supposed to be delayed, otherwise it may affect the dates of the elections and the necessary preparations for them. The “Call of the National” obtained a copy of the report of the Ministerial Committee in charge of studying the proposals and amendments to the election law that will be presented at the Cabinet table tomorrow. It came from twenty pages, considering that the subject of the magnetic card collides with obstacles that require amendment to the law, and the voting of the Lebanese who are not residing by allocating 6 parliamentary seats for them, requires amending the law to complete the legal framework to implement this. It is noteworthy in this context, that the committee that consists of ministers Ahmed Al -Hajjar, Kamal Shehadeh, Adel Nassar, Muhammad Haider, Paul Merkus and Youssef Raji ended its work on the ninth of last July. This means that the cabinet is more than two months later in raising the topic at the search and deciding table.
This is due, according to those concerned, due to the government’s preoccupation with an exclusive clause in the hands of the state and the plan of the Lebanese army in this context. However, the pressure of the deadline, especially in terms of approaching the date of opening the door for registration of expatriates on the one hand, and waiting for the sub -committee in the House of Representatives the government decision, prompted the issue of the issue today. As for the magnetic card level, it has been shown to the committee, from the data available to the Ministry of Interior and Municipalities, that it does not have the necessary equipment and means of logistical in order to issue it, according to what was stipulated Playing in his circle. This mechanism includes the ability to adopt QR code instead of the magnetic card.
Based on all the above, the committee concluded that organizing the elections on the basis of six seats allocated to non-residents on the one hand, and addressing the issue of the magnetic card on the other hand requires an amendment to a number of articles in Law 44-2017, and not just decrees issued by the Council of Ministers or ministerial decisions.
