The arrest of a Qatari prince in the Aley region … and smuggling it in a “suspicious” way!

“Leibon Depayt” learned that a member of the Qatari ruling family was arrested last week, against the backdrop of a shooting accident in the Aley area, which resulted in a person in his stomach, but what happened after the arrest exceeded all expectations.

According to the information, the called Kh. for. M., and he is a member of the current Qatari ruling family, was arrested by a Lebanese security apparatus after he was suspected of being involved in the shooting, at a time when he was moving without any official or legal diplomatic protection.

The surprise, as the sources reveal that the arrest process was not complete, as the suspect was released in a mysterious and fast way, on the pretext of holding a diplomatic passport, although he does not occupy any official or diplomatic position in Lebanon, which raises widespread question marks about the nature of the cover that was used to get it out of the judicial impasse.

According to the Vienna Convention on Diplomatic Relations issued in 1961, the possession of a diplomatic passport does not give its holder automatically diplomatic immunity, but this immunity is granted only if the following three conditions are met:

1. That the person be an official accredited from his state as a diplomatic representative (such as an ambassador, a charge person or an employee of a diplomatic mission).

2. The host state has agreed to his approval, and it was officially informed through the Ministry of Foreign Affairs, so that his name is included on the list of accredited diplomats.

3. His presence in the host country is for clear and official diplomatic purposes.

Since these conditions do not apply to the arrested person, the Qatari prince does not have any diplomatic immunity in Lebanon, and thus is subject to prosecution like any other person before Lebanese law.

As for the general context and previous practices:

• The possession of a diplomatic passport in itself does not have any legal protection in the absence of an approved diplomatic capacity.

• Diplomatic passports have been used by some influential individuals or members of the ruling families to facilitate traffic or travel, but they are not relieved of accountability in cases of crimes, especially those that are criminal classified such as shooting, trafficking, or smuggling.

The most dangerous, the information is that during the arrest process, there was a patrol consisting of elements belonging to a well -known security apparatus that accompanies the suspect’s movements and provides him with protection, despite being required for the judiciary.

Many questions are raised in the scenes of the relevant agencies:

Who gave orders to facilitate the release of the suspect?

Have political or official parties intervened regardless of the procedures?

Will internal investigations be opened to hold the elements that secured the cover and protection?

The file is still open, and the investigations are underway, amid escalating judicial pressure and attention from the regulatory devices, in an attempt to reveal how “safe passages” open to some of the influential personalities, even at the expense of the prestige of the state and the law.
