Today, the visit of the American delegate, Morgan Ortagus, holds prominent political and military connotations, as it represents the first test of the American position towards the cabinet’s decision regarding the army’s plan, which will be implemented in five stages that include all regions, starting from the south of Litani, through the north, Beirut and its environs, the Bekaa, then the remaining areas, with the completion of the collection of the Palestinian weapon.
The second stage includes that weapons are contained in all parts of Lebanon, by preventing or transporting it, closing any military facilities, seizing the border north of Litani, and preventing missile firing. The stage of North Litani needs a period of an estimated year, according to the available information.
Ortagus’s visit is gaining a military character par excellence, as it will meet with the committee supervising the implementation of the agreement to stop hostilities that came into effect last November, in an attempt by Washington to confirm its priorities related to the inventory of arms in the hands of the Lebanese state and enhance stability in the border areas.
The American delegation will be joined by the head of the Central Region, Admiral Brad Cooper, after yesterday met President Michel Aoun and the army commander, General Rodolph Haykal. Also, the delegation will inform the army’s plan to implement the government decision, and to move the work of the five -year committee to monitor the cessation of hostilities and ensure the stability of the south, according to official sources.
During his reception of Cooper, President Aoun called on the United States to pressure Israel to withdraw from the lands in the south, allowing the Lebanese army to complete its deployment until the international borders. He also stressed the importance of activating the work of the Supervisory Committee to stop hostilities to ensure the implementation of what was agreed in November, including stopping the Israeli attacks, returning the prisoners, and implementing Resolution 1701 of all its items, explaining that these steps are essential for the success of the government’s plan to restrict weapons in the hands of the armed forces.
He pointed out that the continued Israeli attacks on the south may hinder the completion of the deployment of the Lebanese army to the border, after the army completed the concentration in more than 85% of the area south of Litani, and continues its work to prevent armed manifestations and confiscate weapons and ammunition in difficult geographical and operational conditions.
In this context, while Washington emphasizes the importance of linking reforms and financial support to Lebanon to implement the decision to limit weapons in the hands of the state, the French Foreign Ministry welcomed the government’s adoption of the plan, calling on all parties to support its peaceful and immediate implementation to ensure the stability and sovereignty of Lebanon and enhance the reconstruction and prosperity, and to maintain its unity within the limits agreed with its neighbors, and build peaceful relations with them.
Paris stressed its continued cooperation with its European, American and regional partners to support the Lebanese authorities in implementing their obligations, by participating in the mechanism of monitoring the stopping of hostilities, supporting the Lebanese armed forces, and their contribution to the United Nations Interim Force in Lebanon (UNIFIL), in addition to its willingness to organize two conferences to support the Lebanese army and reconstruction when creating appropriate conditions.
