“Between a final and non-conclusive ruling”... Does the “prisoner’s complex” threaten general amnesty?

In light of the disagreements that accompanied the discussion of the general amnesty law, between those who rejected the proposed formula and those calling for amendments to it in order to remove the oppression of a number of prisoners, the file of Sheikh Ahmed Al-Assir comes to the fore, amid questions about the extent to which he has benefited from the current formula of the law and the possibility of his release from prison according to it.

In this context, the leaking of the prisoner’s audio clip intersects with what MP Ibrahim Mneimneh confirmed in an interview with “Lebanon Debate”, in that the representatives were not able to completely lift the grievance according to the formula reached with Prime Minister Nawaf Salam, which means that Ahmed Al-Assir’s release from prison may be delayed, even though the general amnesty law is expected to pass in today’s session.

Parliamentary sources had explained to Lebanon Debate that the main disagreement over the general amnesty law revolved around Article Five, especially in terms of including concluded and non-concluded rulings, given that this point is directly related to the prisoner’s file.

According to the information, Prime Minister Nawaf Salam was able to convince the representatives that the provisions of the law, according to the proposed formula, do not include those against whom a ruling was issued, even if it was not final, which means, according to this interpretation, that there is no need to raise an additional problem around the issue of the final or non-conclusive ruling.

Also in the information, the initiative of Prime Minister Nawaf Salam, which began work on about two months ago, addressed three basic points: death sentences, aggravated sentences, and personal rights, in addition to the issue of release.

According to the information, it was agreed to release people facing judicial prosecutions without issuing judgments against them, as part of dealing with the file of arrests and detainees whose cases are still pending.

In this context, the representatives of the “Lebanese Forces” confirm their commitment to the agreement reached with the Sunni representatives regarding the formula of the general amnesty law, while there is a commitment from the concerned representatives to attend the legislative session and participate in approving the law, according to the formula that was agreed upon.
