Confusion under the dome of the Egyptian Parliament: pending options regarding Saudi support

The Egyptian move to support the Kingdom of Saudi Arabia has entered a new parliamentary phase, following the extension of discussions within the House of Representatives until Monday, after the House held an emergency and secret session at the invitation of President Abdel Fattah El-Sisi to discuss ways to support the Kingdom in the face of the recent attacks it is being exposed to.

Parliamentary sources told Sky News Arabia on Sunday that adjourning the session and continuing discussions the next day aims to provide room for a larger number of representatives to express their opinions regarding the Egyptian position on regional developments and the escalation directed against Saudi Arabia, pointing out that no decisions were issued during Sunday’s session, and the nature of the measures presented on the agenda of the next session has not yet been determined.

The parliamentary move came after a meeting held by the Egyptian National Defense Council, headed by President Sisi, at the Ittihadiya Palace, devoted to discussing regional developments and attacks on the Kingdom. The Council declared Egypt’s full solidarity with Saudi Arabia, stressing that Saudi national security is an integral part of Egyptian and Arab national security.

The National Defense Council decided to provide all necessary and possible forms of support to the Kingdom to defend its security and stability and protect its lands, capabilities and Islamic sanctities. This comes in parallel with the continuation and intensification of Egyptian political and diplomatic movements, in coordination with concerned regional and international parties, with the aim of reducing escalation and settling the region’s crises by peaceful means.

The National Defense Council meeting was attended by senior political, military, and security officials, led by the Speakers of the House of Representatives and the Ministers, the Minister of Defense, the Chief of Staff of the Armed Forces, and the Chief of General Intelligence.

The House of Representatives session is of great importance in light of the Egyptian constitutional framework. Article 152 of the Constitution stipulates that the President of the Republic, in his capacity as Supreme Commander of the Armed Forces, cannot declare war or send armed forces on a combat mission outside the borders of the state except after taking the opinion of the National Defense Council and the approval of the House of Representatives by a two-thirds majority of its members. In the event that the House of Representatives is not present, the opinion of the Supreme Council of the Armed Forces and the approval of both the Council of Ministers and the National Defense Council are required.

In light of these facts, attention is turning to Monday’s session to see what the parliamentary discussions will result in, especially since it comes following the decision of the National Defense Council to provide possible means of support to Saudi Arabia, at a time when no official announcement has been issued yet clarifying the nature of the measures that the representatives will discuss.
