The Minister of Interior and Municipalities, Ahmed Al-Hajjar, received in his office today, the Governor of North Lebanon, Iman Al-Rafii, where they discussed the implementation of Council of Ministers Resolution No. 6-9 issued on April 23, 2026, regarding the approval of granting the two companies, “National Territory” S.A.L. and “Holcim” S.A.L. The right to invest their properties as soil quarries and rehabilitate them in the North Lebanon Governorate.

Minister Al-Hajjar was briefed by Governor Al-Rafii on the stage reached in implementing the decision, especially after the necessary licenses were issued by the governorate, allowing the launch of investment work in accordance with the approved legal frameworks.

During the meeting, it was decided to form a local supervisory committee to monitor quarry investment work, and follow up on the extent of the two soil companies’ commitment to implementing the conditions imposed on them, especially those related to the rehabilitation of licensed sites after the completion of investment work.

Al-Hajjar stressed the need to fully adhere to environmental standards, technical conditions and applicable legal texts, stressing the importance of exercising permanent oversight to ensure proper implementation of the decision and to protect the environment and public safety.

This meeting comes within the framework of the government’s follow-up on the file of soil quarries in northern Lebanon, which is considered one of the most controversial environmental files in recent years, due to its repercussions on the environment and public health, amid repeated calls to impose strict control on operating companies, and oblige them to implement environmental rehabilitation plans for invested sites, in accordance with applicable laws and decisions.
