Based on the Minister’s statement, the Russian Federal Authority for Supervision of Communications and Information Technology “Roskomnadzor” took action to restrict the speed of Telegram application services within Russian territory. This decision was based on the federal laws in force in Russia, after the Telegram administration ignored nearly 150,000 requests from the Russian side to remove contents containing prohibited information.

The minister stressed that “there are intelligence confirmations indicating that some foreign intelligence services working against Russian military personnel participating in the special military operation have access to Telegram correspondence.” He explained that users in Russia are currently experiencing slowness in downloading large files on Telegram, but he noted that the main features of the application are still working normally.
