With the expiration of the Ramco company contract approaching at the end of this year, representatives and activists of the Keserwan-Futuh region have intensified their efforts to discuss the mechanism for managing the waste file, with the aim of avoiding a crisis of its accumulation in the streets and redressing its dangerous environmental repercussions on the mountains, sea and surroundings of the region.
In this context, the House of Representative Farid Heikal Al-Khazen in the town of Qlayaat hosted an expanded meeting, which included MPs: Nima Frem, Shawqi Al-Dakash, and Salim Al-Sayegh, along with the head of the Keserwan-Futuh Municipalities Union, Elie Baino, his deputy, Pierre Al-Dakash, and the head of the Union’s Environmental Committee, Ayoub Matar. While Representative Nada Al-Bustani was absent from the meeting for personal reasons, she affirmed her full support for the recommendations and results that were agreed upon.
The attendees warned of the consequences of any delay in taking the necessary measures, stressing that the Keserwan region possesses the capabilities to treat its waste through a treatment center that meets the technical conditions, and that the municipalities and their union can manage this file in isolation from the central crises according to a decentralized administrative model.
The meeting concluded with a number of basic demands, the most prominent of which is accelerating the completion of procedures leading to the activation of the body responsible for the integrated management of solid waste treatment, including approving its financial system, opening its own bank account, preparing books of conditions, forming its administrative body, and completing the arrangements that allow it to contract with and open treatment centers.
The state was also called upon to assume its full responsibilities in addressing the waste crisis based on Law No. 38 issued on January 5, 2026, while calling on the Ministry of Finance to immediately transfer the funds owed to municipalities, to enable it and the Union of Municipalities to carry out their tasks in managing solid waste as required.
The attendees reaffirmed the necessity of moving permanently from the central model to the decentralized model, and enabling the Union of Municipalities – in its capacity as a legal entity – to conduct tenders and conclude the necessary contracts, and to make the most of the existing treatment center in Keserwan – Al-Futouh to treat the region’s waste locally.
The meeting concluded with a categorical affirmation of the unity of position between the various political factions, actors and local administrations in Keserwan regarding the interest of the region and its people, with an emphasis on rejecting any scenario that might lead to the return of waste to the streets and threaten the environmental integrity of Keserwan’s nature.
