Member of the “Development and Liberation” bloc, MP Dr. Qassem Hashem, participated in the World Parliamentary Conference to Combat Terrorism and Reduce Extremism held in Istanbul, where he considered that the search for a definition of terrorism came late despite the fact that the region suffered more than a century ago of the most heinous crimes, foremost of which Palestine and Lebanon were exposed to.

Hashem said that whoever claims to confront terrorism is in fact the one who makes, supports and feeds it through the policies of injustice and aggression, pointing out that the absence of a clear definition of terrorism serves the forces practicing it, especially Israel, which continues its attacks on the Palestinians, Lebanese and Syrians. And he believed that any research on this issue is not in which the Palestinian people are the essence of the discussion, which lacks the true meaning.

He pointed out that the legal definition of terrorism must be accurate, determining its elements (action, goal, public, and means), with the need to distinguish between freedom of expression and thought on the one hand, and promoting violence or hatred on the other hand. He stressed that the selective application of the concept opens the door to violating human rights and losing confidence in international institutions.

Hashem stressed the importance of clear national legislation, international cooperation in combating terrorism, financing and moving across the border, as well as preserving human rights that are not negligent under the pretext of security.

He certainly concluded that confronting terrorism requires fair legislation a balance between security and human dignity, and that the basis for building real deterrence is the same person, by consolidating justice, development and peace, away from the slogans of domination and control.
